Reach 250 population. Housing is the bottleneck — spam mid-rise apartments (about 32 population each, roughly 48 when upgraded), connect water and power so they actually function, and the level 2 upgrade button unlocks. City level 2 opens guns, soldiers and the early military tree.
What is the fastest way to make money early?+
Supermarkets and malls are the community-standard income engines. Place them along your residential grid so workers can staff them, keep happiness positive, and avoid over-building military upkeep before your treasury can carry it. Farms supplement income while you industrialize.
Which missile should I unlock first?+
The SRBM is your first unlock at the military base, and the quest line then runs GLCM, MRBM and finally Hypersonic BM. Each step requires destroying enemy ground units or buildings.
